Circuit continued to work through its Myanmar partners as political disruption restricted travel and affected economic opportunities. Seed Banks and grain storage remained central to the report, alongside the continuing shift towards local decision-making.

The 2023 report listed seven village tracts, 340 acres planted, 1,320 people assisted and 85 local volunteers. These are the same current-year counts listed in the 2022 report, so this edition does not present them as new growth or add them together as unique people reached.
Grain storage was described as a way to give farmers an immediate buyer and generate future funding for community programmes. The report supplied no quantified outcome results. Disrupted coffee exports meant funds held for the proposed coffee programme were to be used elsewhere.
Circuit again described the value of trusting Myanmar-based leadership while travel was restricted. The report linked local autonomy with more agile decisions, but did not present a formal evaluation proving the size of any improvement.
