COVID-19 prevented travel to Myanmar and changed the way Circuit worked alongside its local team. Seed Banks continued, while the report highlighted the value of decisions being made closer to the communities involved.

The programme continued to provide community-based, low-interest lending for subsistence farmers. The report recorded 1,140 people assisted and 280 acres planted, with local volunteers helping at planting, harvest and during programme monitoring.
Grain storage remained intended to support farmers and generate funding for further community lending; the report supplied no quantified outcome statistics. The proposed Coffee for Opium programme made no further progress because the Field Programmes Leader could not travel to Myanmar.
With travel suspended, the New Zealand team relied more on Myanmar’s leadership. The report described more agile local decision-making and an apparent improvement in programme performance, while identifying the evidence as anecdotal and financial rather than a formal impact evaluation.
